NewIS is a small, dual-language (English/Japanese) school in Minami-Ikebukuro, founded in 2001. It runs preschool through grade 12. Accredited by MSA and CIS. If that's your friend's situation, it's a serious option. If they're on a 2-3 year posting and want a clean American or British track, it isn't.
What people actually say. Parents who like it really like it — small community, two teachers per class, lots of resources, violin from age 6, parents involved in clubs and trips. According to one parent, it was "by far the most interesting and innovative" of the Tokyo international schools they visited.
The honest watch-out, repeated by more than one parent: in practice the school skews Japanese-dominant. One parent said the bilingual approach is "actually very Japanese oriented," with fewer native-English-speaking teachers and students, and that non-fluent Japanese speakers can find themselves a minority of one or two per class. Worth probing on the tour.
Other things to weigh. It's a small school — community is tight but the cohort is thin, which matters more in secondary. Online chatter is sparse; you won't find a big Reddit thread. Fees sit around ¥2.0-2.8M, broadly in line with Tokyo bilingual peers and well below the marquee international schools.
Bottom line for your friend. Go visit. Ask specifically about the English/Japanese balance in their child's likely class, and ask to see the secondary cohort numbers. If the family wants real bilingualism and is staying put, it's a strong, distinctive choice. If they want a familiar Western international school feel, look elsewhere.
