It is academically intense. This is a Taiwanese private school first and a bilingual programme second — homework load is heavy, the day is long, and the culture is exam-driven. According to one teacher who works with kids from Fuxing, "preschoolers go there for kindergarten and come back as somber 1st graders." Parents reportedly pull kids from outside extracurriculars because they fall behind on homework. Discipline is stricter than the Taipei norm.
The bilingual side has been drifting. About 90% of the overall teaching staff is Taiwanese, and parents have flagged that fewer subjects are now taught by native English speakers — driven by tighter rules on foreign teacher credentials and cost pressure. According to one parent, "only English and P.E. are being taught by foreigners, and many of the other teachers' English skills are not native-speaker quality." How much this matters depends on which year group your friend is looking at — worth asking on the school tour exactly which subjects in their child's grade are taught by native speakers right now.
The parent body is affluent, well-connected Taipei — this is not an expat-heavy international school, it's a local elite school with a bilingual track. Most kids are Taiwanese. Good if your friend wants their child genuinely embedded with Taiwanese peers and fluent in Mandarin; less good if they want a softer, more international-school feel.
Bottom line for the friend. If the child is academically resilient and the family wants serious bilingual fluency plus a US-track university pipeline, Fuhsing delivers. If they want the pastoral warmth and lighter homework of a typical international school, this isn't that. Tour it, ask pointedly about workload and which teachers are native English speakers in the relevant grade, and talk to a current parent before committing. Also worth knowing the bilingual division is often full and waitlisted.
